The top five (and these are traditionally the strongest players both on the ice and in politics), proposed by Vladimir Putin at the United Russia Congress, are the Ministers of Defense and Foreign Affairs Sergei Shoigu and Sergei Lavrov, the head physician of the famous hospital in Kommunarka Denis Protsenko and the head of the scientific and educational Center “Sirius” Elena Shmeleva, as well as the Presidential Commissioner for Children’s Rights Anna Kuznetsova.

“Five people – five tasks,” Dmitry Zhuravlev, general director of the Institute of Regional Problems, generally agrees with his colleague . “These are defense and international relations, medicine and science, social issues. Whether the ministers or the head physician known to the whole country will go to work in the State Duma is up to them to decide, because they are important in their current places …
As for the renewal of regional lists, according to, for example, Mr. Komkov, both state and party personnel projects have worked here. That made it possible for the United Russia to attract both active volunteers and bright social activists who have become fresh, including a fairly young personnel reserve for the party in power.
And Dmitry Zhuravlev believes that the United Russia party has demonstrated a willingness to tackle two tasks – political and social, that is, the ability to renew itself and increase the influence of ordinary citizens. After all, “attracting those who have actively shown themselves in the fight against the covid, in helping people, is an important part for the party of the parliamentary majority.”
Noteworthy is the fact that several dozen governors headed territorial groups in the elections to the State Duma.
- It is to these people, with the support of this party, that the population in the regions has given trust, having elected them heads of their subjects, – Dmitry Zhuravlev believes. – The Governor is a living manifestation of the party’s work on the ground.
Political analysts emphasize that the speech of the head of state at the 20th congress of the United Russia and his initiative on the five leaders became a big plus to the electoral opportunities of United Russia, since “trust in the president is the psychological basis of Russian politics.”
It should be recalled that at the Saturday congress of United Russia in Moscow, more than 600 candidates were nominated for the September elections to the State Duma in single-mandate constituencies and territorial groups. The main directions of the United Russia election program will be discussed and finalized in the regions, taking into account the opinions of experts and proposals from citizens.
